It's not important that African-Americans exist at all. It's not important that anyone exists at all, as an ethnicity or an individual. It's a matter of sheer historical coincidence that we do. But here we are, so we might as well try to get along.

Mate, I just told you that it doesn't matter if African-Americans exist or not. What's important is that they do. Same with white Britons, same with you, same with me, same with anyone.

I think for all purposes apart from anthropology, ethnic groups exist because people say they do - if someone self-defines as 'Gloucestershire British' and someone else dislikes them for displaying the distinctive characteristics of 'Gloucestershire British' (the less said about which the better), that makes 'Gloucestershire British' an ethnic minority for all intents and purposes
The distinctive characteristics of being "Gloucestershire British" is getting rained upon a lot and dealing with a lot of hills. (Oh and poking fun at Somerset people for their lazy accents and at people from the Forest of Dean for being inbred!)
