Getting the embargo lifted should be Cuba's main concern because it will greatly increase trade and tourism.

Fidel Castro isn't in charge any more, folks. His brother is El Presidente, Fidel is retired. I see no reason why there will be any dramatic change just because Fidel dies. They've already ensured continuity by getting Raoul into power.
