When civs refuse a UN resolution, are the 3 
's then supposed to stay there forever, and also "stack" if the civ refuse the same resolution once again?

I really think there needs to be a scramble for Africa event, it is a major bit of history that is missing and due to it Africa tends to be empty.
IMO Dutch should get Belgian stuff

It would be better if it wasn't pre-set so that if there is a weak England but a massive Portugal Portugal would get more.
I don't think we need a Scramble for Africa event, because that's exactly what Congresses are for (iirc Rhye cited the Congress of Berlin along with the Congress of Vienna as his inspiration for this mechanic). The problem is just that there's not so many independent / native cities to scramble over.
Couldn't we hold more congresses ? I feel we have too few of them still.
On the other hand can't you widen the significance of the U.N. ? Like the top 5 on the scoreboard could vote on a current war. They could force the aggressor to stop the war on the defender and only a general majority is needed (despite the real UN SC), if the aggressor doesn't agree to these terms, the top 5 automatically declares war. Now things get interesting if one of the warring nations is part of the top 5 and most of them vote in favor to stop the war.
Plus the right to forbid every kind of colonialism should be added IMO. So if the U.N. votes in favor of that, every nation should grant freedom to their vassals.
Would this require much coding?

Why don't vassals refuse demand requests?
In my germany game, my vassal America's power rating rose to higher than mine because I was building research everywhere, even after that when I demanded resources they were giving in
