New Civs [Suggestion/Request]

No, it should be Syracuse!
If the Celts were to be included, it would make sense for them to start in France somewhere around 1000-700 BC with a French core and historical areas throughout France, Bavaria, Northern Spain and the Isles. Later the AI could spawn a settler at Dublin, and ~150BC their core could switch to Ireland and Scotland. Their technology would be fairly backwards at the start (Mining, Bronze Working, Hunting, Agriculture, Mysticism, Masonry, the Wheel and Polytheism?), but with their rich lands it could start to come up to par just before being crushed by Rome. Roman conquerors would pretty much ensure that Gallia would fall, and whether or not they collapse or take up the isles isn't much of an issue.
This seems mostly sensible, except that only a 25% bonus vs Melee makes it really weak. Perhaps an added bonus could be stolen from Civ 5, No Movement Cost to Pillage. If possible, it would be a very fun unit.

As for the UHV and UP, here are my largely stolen and slightly tweaked ideas (thanks citis and mrrandom):
UP: Power of Druidism - +1
and +1

2. Be the most cultural nation by 500AD
3. Raze Rome by 300AD and London by 1000AD
I quite like the UP because it fits the religion and makes Pagan Temples useless, which is a nice touch since the ancient Celts didn't build temples.

Are you sure that romans will destroy them. Are you sure that the AI won't build a huge European empire, streching from France to Poland? How to balance the trade with Persia and Greece?
If we let them to spawn in Iles, then all these problems will be solved. They will dominate the birtish iles and some cities will be partially build in atlantic continental european coast. It will be historical and more balanced.

I think that if Celts would be included there are the following choices which make sense:
1) They start on the continent, expand from there on the British Isles, their continental and English (and Welsh) cities are conquered by Rome, Scotland ad Ireland survive and later they are conquered by England. It makes sense because the Celts are one civilization. I like this variant most of all.

I like the idea of the Celts starting in Gallia and later, when the Romans go all Julius Caesar on them, only having cities in the British Isles left, the same way the Holy Roman Empire turns into Austria. The main problem I think is the balancing trouble against Rome and England, as AI Celts would need to lose against both 90% of the time.
As for the Celts not being unified in a single force, neither were Mesopotamia, Greece, early India, the Mayas, the Vikings, the Holy Roman Empire, and the Italians. In fact, over the time periods in DoC, even China isn't a single empire, as it represents a succession of various empires.

The resources of Europe should spawn in medieval age to prevent Celts from becoming a super power. Spawning with only the appropriate technology will make them valnerable. There are two major problems in the continental spawn:
1) How they will go to England or even Ireland?
2) How will they be prevented to expand in central or eastern Europe?
If they spawn in England both problems are solved. If they spawn in continental europe it is absolutely sure that they will never settle in England, there is so much and rich land in continental Europe. The AI won't ferry any settler to England.

1: They could have cities spawn there, the same way Phoenicia gets Carthage.
2: Settler maps. Plenty of other civs are prevented from expanding into easily available areas by them, so I don't know why it wouldn't work for the Celts.
Of course, these both work only for the AI. As for human Celts, I don't think it matters too much if they don't do the historical thing.

But germany, minor asia and dalmatian coasts will be historical for them.
See also, HRE/Prussia, Carthage/Moors, ERE/Turkey and so on.
A Gallic/Gaelic Celt civ would be fun if it's workable to have them spawn and spread in a realistic and historical time frame in terms of game turns. Shift Core to Ireland/Scotland/(Brittany) after a certain time to ward agains tbeing collapsed by Romans. Stop France flipping Brittany and England flipping Scotland to make their stacks work a little. Most likely one or the other conquering the territory will cause a final Celtic collapse leaving indies in Ireland for England to mop up later.
It's not exactly a big priority for the mod, though. They're ok as Indies, and each new civ slows the game!

^ Disagree. Middle East civs are easy, in my opinion. Both Arabia and Turkey have access to powerful Islamic wonders, tons of cottagable flood plains, and shrines. Great tech rate.
