^Exactly. I'd suggest a HRE crumbling from 1600 onwards and a Germany starting in the 19th century taking over the collapsing HRE to give France some 'lebensraum'.

Why 1700? Is it because of the Kingdom of Prussia? The HRE is already weaken far far far at that century..
The separating should happen when they are quite strong and about to face the Ottomans..
IMO they should spawn at 1525, right where HRE is divided to Prussia and Austria (Hungary), iirc + cmiiw.
Therefore around the 1500s, HRE suffer major threats of separating Prussia and Ottoman invasion and crumble easily

The Austrian empire only formed in 1804 (Austro-Hungary was even later at 1867)
Prussia was very minor till it's union with Brandenburg and only become a kingdom 1701.

But the Habsburg Monarchy and Duchy of Prussian already exist around the 1500 and already unstable the HRE which allow Ottoman to invade..
Also, iirc, HRE was already just like title or else by that centurion; unlike the previously quite-united House and Kingdoms..
Just like Spain. Spanish influence might already sensible in the Visigothic kingdom but they were not independently known as a Kingdom of Aragon/Castille (forget which one is first, cmiiw) at least until 700s in Santiago..

It may make sense from the Austrian side, but the new nation is Supposed to be Prussia.
Prussia didn't even exist in 1500 (It was still the Teutonic order) and have a look at how big it was in 1600 .
1700 (if not later) is the best time.

Rather than Northern Germany declaring independence, how about Southern Germany declaring independence..

1700 is the first reasonable year to have them spawn with more than only one city. It's still a stretch, and I'm not sure how many cities it should flip, but they need some time to get into action in the 19th and 20th centuries.

EDIT 2: 1425. They're invading Turkey and Russia. I whimper and wonder when they're going to collapse, before remembering they just hit their second goal and got a golden age.
EDIT 3: They started invading Germany, and popped in 1475. I could finally breathe easily. Here they are just prior to their asplosion, 38% of the land area and something like 16% of the population
