What is the [TIMING] part of the .ini file for ?

I'm not sure what they do either. I have tried changing the death value though when I noticed a particular unit wasn't "dieing" fast enough. There was no effect on the unit death anim when I changed the death timing number. So I'm not sure if any of these timing parameters are implemented.
 
I messed around with them once or twice, but didn't notice anything either. My thought was that they controlled the timing of when an animation starts or how long it lasts. How long it lasts because animations seem hardcoded in their timing now.

I would guess this is just 'rubbish' Firaxis left behind that they planned and scrapped, but thorough exhaustive tests would have to be done to know for sure. :)
