Image editing software. Microsoft paint works just fine.

I used Microsoft paint to create it. Most of the images I make turn out that big. I've made them smaller before but I'm not sure how I did it. I think I saved them when they were zoomed out or something. I just know if I shrink the image itself, it saves with a white border around it. I don't know how to shrink the canvas it's on itself.

Ctrl-A, then shrink the selection. Crop to the selection and save. Works like a charm.

After you shrink it and get the white background, look at the bottom right corner of the canvas and you should see a little gray box. Click and drag to change the size of the canvas.
