As we announced earlier, general Caius Thorne had to report to the Senate because his actions seemed excessively harsh. Had you asked us, we would have repeated what we said:

Just to clarify, it is not true that they have more than enough food. In fact they lack farm-able areas.
 
The Khazad Republic is led by the First Consul, currently Kandros of the Fir clan, who is elected by the Senate. Candidates have to be backed by one of the other assemblies.
The Senate is the main representative body of the Republic. Censors decide who gets to be Senator based on their wealth (census). The Senate issues instructions to all magistrates except the Consul, who has the power to veto any act of the Senate or assembly, at a political cost.
There are also two "lesser" assemblies:
The Century Assembly and the Clanic Assembly. The former is an assembly of soldiers and former soldiers (citizens), who are assigned to a century based off how much property they own. The wealthiest are grouped into a majority of centuries, which means the richest have more power than the poorest. In addition to its legislative role, it acts as the highest court of appeal.
The Clanic Assembly is organised per clan. Each clan gets one vote. It's role is mostly to elect executive leaders and some magistrates.
The Assemblies elect the various magistrates. Higher magistrates (censirsn praetors, lesser consuls) are elected by the Century Assembly, and lesser magistrates (tribunes, quaestors) by the Clanic Assembly.

In theory, the Senate passes decrees which are less binding than laws voted by the Century Assembly. In practice, it's the most important institution and magistrates always obey the decrees. even though they are theoretically only advices. It's also the only body with the First Consul able to decide of military expeditions.

The Amurite Republic Responds to Internal Agitation for Public Voice in the Senate.
Public discord regarding the voice of the common people in the senate and thus in the direction of Amurite society has not gone unnoticed. The senate has convened and has voted on the follows enactments.

  1. The senate shall be expanded from 78 to 101 members. 21 new members from the various districts, 1 from the elohim and one from the immigrant population.
  2. Amurite senate membership shall be extended to representatives from every village, and city district. One senator to represent that district or village shall be decided locally at the district level. 21 such senatorial positions will be added providing the common man a representation and a say within the senate. The role of church in the new senatorial seats may be large or small depending on the composition of the district. Priests and representatives of Junil (or other faiths) are free to campaign within their district as they wish. (OOC: This does mean that if there is a concentration of militant people in one district or village, they may be able to vote in a very fanatical senator to influence the republic.)
  3. The Elohim shall decide upon a representative to the senate.
  4. The recently arrived immigrant community may also vote for a senator to represent them in the senate for as long as they make our republic their home. This is in addition to any influence they may weld with industry and merchants.

These new senatorial positions shall be provided in addition to those traditionally held by the large merchant houses, major industries and the remaining noble houses.

General voting for senators based on districts and wealth shall take place with the next election. This will be followed by the nomination of a 'first speaker' from amongst the senators chosen to head the republic.

A brave decision. Vote by wealth was keeping power away from extremist masses. This will pacify em, but will it be enough?

As I understand, it is pseudo - universal suffrage. Masses have about of one-quarter of seats while wealthy still keep about 3/4. This is very, very, smart.

Also, how is head of state elected? Directly or by the senate?

Its meant to more then pacify. Remember that this was voted in meaning that it had the majority consensus of the senate. People honestly believe in it.

ministers and the position of first speaker is decided by senatorial vote. Because each senator typically declares who they will support prior to running their own election, everyone gets to influence who is first speaker when they vote for their representative.

Indeed the position of Caswallen has not been adopted by the republic. The last Caswellen lost their position in the civil war.

OOC Response from summer court in response to Tyrs proposal.


While some may think that his offer is fair, it would be against character to ever accept or even offer it. He offers part of land for summer court.

Imagine this scenario. Year is 1936 and Republic of Spain is fighting civil war against Franco's nationalists. And then republicans offer him peace where he would get a part of lands in some remote colony, somewhere in Africa, where he would be able to rule as he pleases. And to it as a vassal of Republic. Does anyone see something wrong with this?

This is type of rebellion that can only be solved with fundamental reforms on government level. If such peace would ever be accepted, new state would exist only to plot against Svart and to seek to destroy them at first opportunity.
