Host a game when you're NOT Player 1?

Can this be done? I'm trying to host a PBEM of War in the Pacific w/ me as the Japanese (Player 5). Everytime I hit launch, it goes to the first human player.

Anyway I can host the game and still play as Japan?
 
I think that the Humans ALWAY plays first, regardeless of the order of nations. So if there are 2 humans and 3 AI's, the two humans would go first and then the AI's. This also means that the 2nd human player can see the AI movements (whilst the 1st can't).

I had the game with only humans and I was player number2. However I wanted to start the game... couldn't find out how to do it... so if you find out please let me know!
Off course there is one way of doing, which is to meet physically for the first turn.

Off-topic issue: my recommendation is to have one player with Japan and the rest of players take all the others Civ (which could mean 2 to 4 Civ's per player).
I've done one (WWII in the PAcific) with humans and AI and I regreted it. AI Allies aren't really allies, even though they have the same enemies. China would not sell Guerilla warfare to US (me), not even for 2 Techs AND money.
