It stands for "Wrath of God", it means that if you aren't active in the game (don't post in the thread or send orders) your nation gets destroyed by "the wrath of god". As long as you send orders in and post in the thread you won't have to worry about it.

To conquer. To plunder. To hear the screams of the panicked soldiers as the Highwaymen came and went. That was what happened - it happened in Angola, it happened in Zimbabwe. Now.. South Africa was next.
Sadly, it appeared as if it wasn't so disorganized as the other states. Of course, every state has it's weakness. In this case, it was the rather specific way South Africa was ruled. It was a messy tribal union, in which separate tribes had separate armies. Which got their payment by one giant railroad.
Now, if one would nab the trains, not only would the separate armies would revolt, they would also become mercenaries to the higher bidder. Or, to the one holding their wages.
Somewhere, in Kwazulu-Natal, something rather interesting was happening. A group of gentlemen dressed as if they came out of a western were robbing a train. As if it came out of a very, very bad movie, with lasers and plasma guns, but no giant arachnoid robots, which was reliving, as that was quite bad movie, you guys.
But! Anyway, those friendly gentlemen were none but Railroad Bill and 25 of his most trusted associates, as possible as it can be. There were many more trains to rob.. or not. Once the rumours spread, the seeds of destruction would be sowed.
Four tribes got their armies out of the equation. And then, using superior forces of persuasion (i.e, lots and lots of guns), they were soon overwhelmed and decided to abandon the Boer government that ignored them..

ABBOTT: First of all, I'd like to be clear: this spinelessness is the work of a concerted, cowardly campaign by the Leftwhich has no plans to combat what is, a very real, very immediate threat, to Australia. These are populists, that spend all their time criticizing the government, but if push comes to shove, they'll only take the easy route. As leader of Australia, and as Commander-in-Chief, I will not betray their sacrifice, and neither will any true blue Aussie. One has to wonder if these so-called peaceniks aren't secretly on Samaras' payroll!

ABBOTT: That's a plain-faced lie. Jerusalem started the war with something like three allies, and one of 'em got trounced in the space of a year. Yes, numerically, Soviet strength is waning, but the statistics show that since the launch of the Basil, its territorial conquests expanded by 1050%. As brave as the neighbour states have been in combatting the Soviet menace, it's clear they can't hope to do the job alone. When did the tide start to turn? When Western powers got involved. Because that's precisely what the Left is proposing.
ABC: What does the government consider acceptable parameters for the withdrawal of forces from the Middle East?
ABBOTT: Absolute victory in this current war, the sinking of the Basil, the capture, imprisonment and/or execution of the demonic agent Antonis Samaras, the eradication of international godless Communism, and the restoration of those noble virtues, free trade and Liberal democracy, to the region. Anything less would be an utter betrayal to the courage and sacrifice of our brave and blessed soldiers.

With the unexpected push by the abhorrent Cybermen. The Nationalist Army made arrangements to push pack the invading forces before the United Machinist make there way into Panama City. Given the close striking range, the Nationalist Army have pulled up their morale and fight as hard as ever while the Nationalist Partisans within the Cybermen Occupied lands continue to resist occupation by setting up booby traps with EMP devices to going the old fashoned way by smashing them to death with sledge hammers and crowbars.
The Second Infantry Division has declared that they're not going to go one step backwards and continue to fight against the advancing cybermen stating that they will not let the abhorrent Cybermen further. Commissars have been assigned to each platoon and division to oversee the troop's performance and deter any spy that would be foolish enough to drug the troop's supplies. One Commissar said that if a spy or a drug syndicate tried to poison the supplies, assassinates or bribes anyone; that the last thing will see is staring down a barrel of a Commissar's Gauss gun milliseconds before the slug gets in between their eyes.
Imperator Connie Marshall has been in the barracks, raising morale of the troops with her speeches and driving home there is no room to have a low opinion about the government and states that the naysayers are likely on the payroll of the abhorrent and soulless cybermen.
