文明3的wav声音，用Windows的录音机软件就可以编辑和进行外部录音的，如果要更高级的功能，可以用Cool Edit。

You can setup wavs in the ini same to flics. But I do not know what your words mean.

The sndrec32 of Windows can edit *.wav files. And you may try the Cool Edit if you want advanced functions.
