If I'm correct, you're gonna make all your units building-produced in order to limit the number of units in war ?
Isn't it gonna have the opposite effet ? In medium and late game, a city will pop-up (let's say) 1 spearman every 7 turns, 1 rifleman every 9 turns, a Hummer every 10 turns, a Copter every 12 turns, a pistol man every 6 turns, ect, ect. All that at the same time. It will be an explosive units production in every cities that took the time to build these buildings.

It is intended to show that the tech to build those types of high tech units is no longer being produced, but scavenged from the ruins. The low tech units such as Leather and Metal clad riflemen can be built to your haerts content, BUT they cost pop also. Decisions, Decisions.
