For reference, any state bigger than New England - Maine costs 2 points. So, for everybody, that's the United States East of New York, minus Maine, the most Northeastern state.
Distance penalty doesn't apply based on where your capital is...
Expenses cap at 5-6 points, meaning you'd only get one territory.
I'd say the states in the North cost 4, NOT including distance penalty; however, since it caps at 5, you'd still be able to get one in a single turn. That's unless your border expands toward them, in which case you can still have one point to spend...
From that, I'd say you spent 5 of 6 points.
