A few notes:
1) I've seen the Gods thing before. However, what I'm liking about this one is the "pantheon" aspect, be it traditional or "God-and-angels". Further, the ability to directly wage divine war (rather than to have the people as the only means of conflict with other gods) is intriguing and exciting.
2) Given the last effort in this area, I'd like if we could move fairly speedily through the pre-civilized and proto-civilized stages, until we had actual empires to work with.
3) Having a 3-to-1 bonus for benevolence seems a bit excessive. I'd aim for closer to 2-to-1, maybe 5-to-2 or even 7-to-3, but then the numbers start getting out of hand. Out of curiosity, do you actually mean "per person", or some slight abstraction or simplification thereof?
4) Not really a fan of "Grek". Petty and insignificant, I know, but... thought I'd bring it up.
