Yes, the Coal spent on Railroads and units also counts. Any expenditure of these resources counts.Thanks. I wasn't building any power plants, but does building railroads count? I had a huge contribution almost entirely due to coal, and that's the only thing I can think of that would use it, unless baseline factories count too?

I noticed that things like horses, coal, iron, etc. now store up. It looks like the "warehouse" maxes out at 150; can that amount be increased somehow? And just how many of a given resource gets expended to make a unit? 10? 50? What?
Yes, selling excess makes sense. You need to ask for a specific price; for some reason hitting the "what would you give me?" button doesn't work anymore.If the "warehouse" stops storing at 150, then I really SHOULD be selling off the the excess to other civs for the ridiculously low price of 1 gp/resource unit.
I don't think so.And one last thing: Does refusing to make a deal for Favor and strategic resources hurt your relationships with the other civs when you "Refuse the deal"?
