The UN project: 191 civ on a XXL Earth map

i know it won't be done, but during moment of madness, i thought of a UN mod with all members as available civ:
191 civ, always peace, victory condition: diplomatic only (with some tweaks), every civ get only one vote and 51% needed (96 votes), earth map with accurate starting position (at least 191 cities, so a xxl map), to get the vote, one civ must build the UN, and every other should build a national wonder: UN Membership.

well, a nice moment of madness....
 
Good Idea! I wish it could work though. Wont Eastern Bloc get packed though?
Latvia, Lithuania, and Estonia?

Better let's pack USA, Canada and Mexico in North America Alliance, everbody's sick playing those big countries anyway :lol:

And so what ? Are u a hardcore civer or some n00b sissy ? Real 1337 civers can conquer all world with allmost nothing in beginning. Few square developed country is more then needed for true masters of civ ;)

Eastern Bloc has plenty o' space when compared to e.g. the poor Polynesian states, having to settle on islands the size of the stamps they generate most of their income with...

How about simplifying and dividing each continent to some subgroups? The mod could include 16-18 unions, coalitions and blocks of countries instead of 191 separate states. North, Meso- and Latin America, Protestant and Catholic Europe, former Soviet states as a union, Middle East, North, Central, West and South Africa, Central, East and Southeast Asia, Indian subcontinent, Australasia & Polynesia... or something along those lines.

I think war should be made possible, but VERY risky, difficult and unprofitable. Interior conflicts (civil wars, unrests etc.) in unions should also be modeled somehow.
