It's called NarzWarz, I linked to it somewhere in this thread.

Thing is, the guy kind of is letting his imagination go & changing the game to basically a completely different game.

The good news is I kind of like his ideas. It will be a completely different game but I can't complain since the guy is doing it for free & it's not like this stops me from also going back & creating my original vision.
