I have one question about the rules - convoying is the only thing a fleet can do in a turn, right? It cant convoy here (without moving) and then attac somewhere else?

Convoying a fleet means that it cannot move anywhere in the same turn. You can, however, convoy in spring and move it somewhere in the fall, and vice versa.

So, to answer your question, it may not.
