Yongle 28 Unimpressed by his lies and manipulation in his rise to power. Returning castrated boys barely offsets what else he did to achieve the power in the first place. The voyages, while iconic, were a huge expense and struck from the record by later dynasties. Also, how would they be represented in the game? Naval power is underpowered in Civ VI more than in many other civs due to the disincentive to settle along the coast (lack of fresh water). Yongle's canon (encyclopedia) is also not a huge deal as it had little domestic impact and was not available for the public, whereas other writerly works like Ur-Nammu's legal code, Hammurabi's Code, or Justinian's Code actually had policy implications and are far more worthy of inclusion in the game for that reason. Far more impactful in the writerly sense was Kangxi, of whom Wikipedia says the following:
