    Ur-Nammu created the oldest known law code in the world. (Well, Hammurabi's was much fairer, better and more complete, but whatever. First place counts.) He conquered Lagash and Guitium. He restored roads and buildings in many cities.

    I originally had more English rulers, but I had to shorten the list and eliminate the leaders that hadn't been voted for.

    Rameses II was a great Egyptian ruler; I wouldn't mind seeing him again. (The people who voted for him would like him to return, too!)

    Re: Ur-Nammu, either he or his son Shulgi was arguably Sumer's greatest ruler (though I have a personal favorite named Gudea of Lagash, the peaceful, trading, devout and defensive shepherd priest-king). Ur-Nammu did the following things:

    Today's Democratic Republic of Congo is named after the same river that Europeans named the kingdom of Kongo after. They are not the same thing at all, however. The Kongolese people were the people of the Kingdom of Kongo, and today they occupy parts of Angola, the DRC and the ROC (not forming a majority in any of these). Mobutu in fact belonged to the Ngbandi group.
